On Sept. 13, the Ventura County Sheriff’s Office in California responded to a reported sexual assault. The victim told them she was outside a liquor store when Mejia approached her.
He lured her into the vehicle, that had two pit bulls inside, under the pretense of smoking marijuana, according to the sheriff’s office. Mejia then drove the victim to an orchard, where he sexually assaulted her.

When deputies found Mejia, he had the Taser used in the alleged attack, authorities said.
