Woman Attacked, Raped As She Walked Her Dogs, Police Say. Homeless Man Arrested In Connection To Case.

A homeless man attacked and raped a woman as she walked her dogs, authorities in California said.
Last week, the Los Angeles County District Attorney’s Office announced various charges against Darrell Dean Water, including forceable rape.
Around 1 a.m. on July 31, the victim reported she was attacked and sexually assaulted by a man on Emerald Street in Torrance, California, according to police.
The victim fought the suspect and was badly injured, police said.
The next day police asked for help finding the suspect. A few days later, police said they arrested Waters and that he was a homeless and transient person.
“Sexual violence is intolerable. We cannot call ourselves a civilized society when a woman isn’t safe doing something as routine as walking her dogs.” District Attorney George Gascón said.
“This crime sent shock waves through the South Bay community and we thank the Torrance Police Department for quickly solving this case. The victim in this case exhibited incredible bravery. This awful attack could have ended even more tragically were it not for her tremendous will. Our Bureau of Victim Services stands ready to support her and all victims of sexual assault.”
