According to the Hillsborough County Sheriff’s Office, 35-year-old Justin Evans was arrested on Aug. 10 for following a car with three women away from a convenience store and proceeding to pull them over as if he was a police officer.

The victim then pulled her car over into a nearby apartment complex where Evans ordered the women out of the vehicle and to put their hands on the hood of the car as he searched them for narcotics, according to sheriff's deputies.

According to the police report, Evans told one of the women that she was under arrest, and he tied her hands behind her back with a zip-tie and placed her in his car.

Evans then allegedly drove the 27-year-old victim to another nearby apartment complex, where he sexually assaulted her, according to the sheriff's office.
