Hogtied 1-year-old and caged 2-year-old found in Texas bedroom, caregiver charged

A woman has been arrested after she allegedly hogtied a 1-year-old and kept a 2-year-old caged in a playpen.
Priscilla Ann Salais, 37, identified as the children’s temporary guardian, was taken into custody on Jan. 12, KENS 5 reported.
“What she did to these children is unforgivable,” San Antonio Police Chief William McManus said, according to KENS 5.
The incident was reported at a duplex in San Antonio, Texas on Jan. 9, and involved two toddlers who were found in a bedroom, KENS 5 reported.
McManus said it started off as a welfare check and officers had to break the door to a bedroom to get in, according to KENS 5.
He said the 1-year-old girl was found with both her feet and hands bound, and she had a black eye and bloody lip, KENS 5 reported.
The 2-year-old boy was inside a playpen covered with a top, according to KENS 5.
Both children were crying and soiled, KENS 5 reported. Child Protective Services took the children into its custody.
Salais faces two counts of child endangerment, which usually carries a punishment of up to two years in prison, KENS 5 reported.
McManus said the sentence doesn’t line up with what she’s accused of doing to the children who were in her care, according to KENS 5.
“Two years is nothing compared to what she did to these children,” McManus said, according to KENS 5.
