West Virginia man allegedly shot, killed victim who was in a car with an 8-year-old child

A suspect shot and killed a victim who was inside a car with an 8-year-old child, police said. Now, the alleged shooter faces a murder charge.
Heath A. Rose was arrested and charged with first-degree murder and two counts of wanton endangerment with a firearm, according to the Mingo County Sheriff's Office.
Joda Browning died in the incident.
Police say the shooting happened in the parking lot of Creekwood Apartments in Newtown, West Virginia, and was reported around 7:30 a.m. on Feb. 17.
Investigators say Browning shoved Rose, and then Rose went to his vehicle and got a 9mm pistol, according to the sheriff's office.
Browning then got into a car with a woman and her 8-year-old daughter. As they were trying to leave, Rose stepped in front of the car and it slowed down, according to the sheriff's office.
As the car passed, deputies said Rose stuck the pistol through the window of the car and shot Browning in the face.
A neighbor said the woman got out of the car and helped the victim out of the passenger seat. Browning hen collapsed, according to WSAZ.
The neighbor said she heard Rose speak to Browning after the shooting, WSAZ reported.
“The shooter walked over,” the neighbor said, according to WSAZ. “He still had the gun in his hand, but he wasn’t aiming it at the guy. He leaned over and looked at the guy and said ‘I told you I’d kill you, you (expletive).’ That’s what he said, and then he left.”
Rose was later arrested in the Horsepen, West Virginia area, without incident. He is being held in jail without bond.
